Yep, topical references. That bugaboo of comic books in shared universes - or any medium of fiction, really - where the creative and editorial people always want the stories as if they're happening now...but they can't let it look like the characters are aging "too fast" - IE: aging along with their audience - to remain profitable.
An exceptional collection by the artist-writer Jim Steranko (with some writing by Stan Lee) for the late-60s SHIELD stories that ran in a couple of titles. Steranko's a strong visual stylist, and that's all on display here in force in this comic book featuring Nick Fury and his fellow agents. If there's a problem, it's merely one of circumstances. The series was being written in the Sixties, and as such, some of the dialogue and setting reflects that, which tends to be distracting and date the material, but the rest of the work more than compensates.
