Drawing on the theory of supply-side economics created by economist Arthur Betz Laffer, President Ronald Reagan created a plan for massive tax cuts in the name of stimulating the U.S. economy in the early 1980s. Critics of Reagan's economic policies, such as Speaker of the House Tip O'Neill, saw similarities between "Reaganomics" and policies that had been instituted under Herbert Hoover in the 1930s. O'Neill predicted that the Reagan administration would "[send] America into a terrible tailspin".
